Adaptive Project Frameworks for Complex Projects: When Agile Meets Reality

The PMP Exam Expects Adaptive Thinking

What Makes a Project Complex?

- Multiple interdependent teams must coordinate closely
- The end state cannot be fully defined at the start
These characteristics make detailed upfront planning unreliable. The project needs a framework that embraces uncertainty and supports ongoing adaptation.
Adaptive Frameworks Beyond Scrum
While Scrum is the most well-known agile framework, it is designed primarily for single-team software development. Complex projects often require broader frameworks that accommodate multiple teams, diverse work types, and organizational governance needs.
SAFe (Scaled Agile Framework)
SAFe provides a structure for scaling agile practices across large organizations. It introduces concepts like Agile Release Trains (ARTs), Program Increments (PIs), and a portfolio management layer that connects agile delivery to enterprise strategy. For the PMP exam, understand that SAFe exists to address the challenge of coordinating multiple agile teams on related work.
Large-Scale Scrum (LeSS)
LeSS applies Scrum principles to multiple teams working on a single product. Unlike SAFe, LeSS minimizes additional roles and structures, staying closer to the simplicity of single-team Scrum. It emphasizes one product backlog, one product owner, and coordinated sprints across teams.
Disciplined Agile (DA)
PMI adopted the Disciplined Agile toolkit, and elements of DA thinking appear in the current PMP exam. DA provides a decision framework that helps teams choose their way of working based on context. Rather than prescribing a single framework, DA offers process goal diagrams that present options for each process area, allowing teams to tailor their approach.
Adaptive Project Framework (APF)
The Adaptive Project Framework, developed by Robert Wysocki, is specifically designed for projects where requirements are uncertain. APF uses short cycles to deliver partial solutions, gather client feedback, and adjust the scope and plan for the next cycle. It explicitly acknowledges that the project scope will change as learning occurs.
Hybrid Approaches: The Practical Reality
In practice, most complex projects use hybrid approaches that combine elements of predictive and adaptive frameworks. The PMP exam tests your ability to recognize when and how to blend approaches. Common hybrid patterns include:
- Agile development within a predictive governance shell: Teams use Scrum or Kanban for development while the overall project follows a predictive lifecycle with phase gates
- Iterative requirements, sequential delivery: Requirements are elaborated iteratively through stakeholder engagement, but delivery follows a planned sequence
- Rolling wave planning: Near-term work is planned in detail, while future work is planned at a higher level and elaborated progressively
Selecting the Right Approach
The PMP exam may present a scenario and ask which approach the project manager should recommend. Use these guidelines:
- High certainty, stable requirements: Predictive approach. Plan thoroughly, execute against the plan.
- Low certainty, evolving requirements: Adaptive approach. Deliver incrementally, adapt based on feedback.
- Mixed certainty: Hybrid approach. Apply predictive methods to stable elements and adaptive methods to uncertain elements.
- High complexity with organizational constraints: Scaled agile or hybrid. Pure agile may not satisfy governance requirements.
Tailoring: The Key Competency
The PMP exam increasingly emphasizes tailoring — the process of adapting the project management approach to fit the specific project context. Tailoring is not choosing between off-the-shelf frameworks. It is thoughtfully selecting and combining practices, processes, and techniques based on project characteristics, organizational culture, stakeholder needs, and team capabilities.
Effective tailoring requires understanding many approaches well enough to draw from each one strategically. This is why the PMP exam tests breadth of knowledge across predictive, agile, and hybrid methods.
