Why Basic Stakeholder Analysis Is Not Enough

Identifying stakeholders and placing them on a power/interest grid is a starting point, not a destination. The PMP exam tests increasingly sophisticated stakeholder analysis techniques because real-world projects operate in complex stakeholder environments where simple two-dimensional grids miss critical dynamics. Advanced mapping techniques provide the depth needed to develop effective engagement strategies for challenging stakeholder situations.

The Stakeholder Engagement Assessment Matrix

The stakeholder engagement assessment matrix compares each stakeholder's current engagement level with their desired engagement level. It uses five categories:

  • Unaware: Does not know about the project or its potential impact
  • Resistant: Aware but opposed to the project or its outcomes
  • Neutral: Aware but neither supportive nor resistant
  • Supportive: Aware and supportive of the project
  • Leading: Actively engaged in ensuring the project's success

For each stakeholder, you mark their current engagement level (C) and desired engagement level (D). The gap between C and D defines the engagement work needed. A stakeholder currently at "Resistant" who needs to be at "Supportive" requires a very different strategy than one who is currently "Neutral" and needs to be "Supportive."

PMP Exam Application

When the exam presents a scenario about a resistant stakeholder, the correct answer usually involves understanding their concerns and developing a targeted engagement strategy rather than ignoring them or escalating prematurely. The engagement assessment matrix gives you the conceptual framework to think through these scenarios.

Influence Diagrams

Influence diagrams map the relationships and influence flows between stakeholders. Unlike the power/interest grid, which treats each stakeholder independently, influence diagrams show how stakeholders influence each other. This is critical because a stakeholder with low direct power may have significant indirect influence through their relationship with a powerful stakeholder.

Creating an influence diagram involves:

  1. Listing all significant stakeholders
  2. Drawing connections between stakeholders who influence each other
  3. Indicating the direction and strength of influence
  4. Identifying clusters of stakeholders who reinforce each other's positions

The result reveals the informal power structure of the stakeholder environment, which often differs significantly from the formal organizational chart.

Stakeholder Cube

The stakeholder cube extends the two-dimensional power/interest grid into three dimensions by adding a third axis: attitude (supportive, neutral, or resistant). This produces a three-dimensional model that simultaneously captures a stakeholder's power, interest, and disposition toward the project.

While more complex to create and interpret, the stakeholder cube provides richer classification than any two-dimensional model. A high-power, high-interest stakeholder who is supportive requires a very different engagement strategy than one who is resistant, even though both occupy the same position on a power/interest grid.

Social Network Analysis

Social network analysis (SNA) applies network theory to stakeholder relationships. It identifies key network positions:

  • Hubs: Stakeholders with many connections who serve as information distributors
  • Bridges: Stakeholders who connect otherwise disconnected groups
  • Peripherals: Stakeholders with few connections who may be isolated from project information
  • Gatekeepers: Stakeholders who control the flow of information between groups

SNA is particularly useful in large projects with complex organizational dynamics. It helps project managers identify communication channels, potential bottlenecks, and influential individuals who may not hold formal authority.

Dynamic Stakeholder Analysis

All stakeholder analysis should be treated as dynamic rather than static. Stakeholder attributes change over time as projects progress, organizational structures shift, and external factors evolve. Advanced stakeholder management involves:

  • Regularly reassessing stakeholder positions (at minimum, at each phase transition)
  • Monitoring for new stakeholders who emerge as the project evolves
  • Tracking the effectiveness of engagement strategies and adjusting when they are not working
  • Anticipating stakeholder reactions to upcoming project events or decisions

Integrating Multiple Techniques

The most effective stakeholder management uses multiple techniques in combination. Start with identification and basic classification (power/interest grid), add engagement assessment (engagement matrix), overlay relationship dynamics (influence diagrams), and maintain the analysis throughout the project (dynamic reassessment). No single technique provides a complete picture; the combination creates a comprehensive understanding.
