Agile vs Predictive: How PMP Tests Both Approaches

The PMP Exam Is No Longer Just About Waterfall
When PMI redesigned the PMP exam in 2021, they made a fundamental shift: approximately half the exam now covers agile and hybrid approaches alongside predictive (traditional) project management. This means you cannot pass the PMP by studying only the PMBOK Guide. You need to understand agile principles, Scrum frameworks, Kanban methods, and when to apply each approach.
The exam does not ask you to choose a side. It tests your ability to select the right approach for a given situation and apply it correctly. Some questions are purely agile, some are purely predictive, and many describe hybrid scenarios where elements of both coexist.
Predictive Approach: Key Characteristics
The predictive (waterfall) approach is characterized by:
- Sequential phases: Requirements, design, build, test, deploy follow a linear path
- Upfront planning: Detailed plans are created before execution begins
- Change resistance: Changes are managed through formal change control because late changes are expensive
- Fixed scope: Scope is defined early and baselined
- Defined deliverables: The end product is clearly specified at the start
Predictive works best when requirements are well understood, technology is mature, and the project team has done similar work before.
Agile Approach: Key Characteristics
Agile approaches are characterized by:
- Iterative delivery: Work is delivered in short cycles (sprints/iterations)
- Adaptive planning: Plans evolve as the team learns more about the product and customer needs
- Change embraced: Change is expected and welcomed as learning occurs
- Flexible scope: Scope is refined throughout the project based on feedback
- Customer collaboration: Continuous stakeholder involvement and feedback
Agile works best when requirements are uncertain, rapid delivery is valued, and customer feedback is essential to shaping the product.
Hybrid Approach
Most real-world projects use a hybrid approach, and the PMP exam reflects this reality. Hybrid combines elements of predictive and agile based on project needs. Examples:
- Using predictive planning for infrastructure while using agile sprints for software development
- Defining high-level scope and schedule predictively while executing work iteratively
- Applying agile techniques for requirements gathering within a predictive project framework

The exam uses specific language to signal which approach applies:
- Agile signals: Sprint, iteration, product backlog, Scrum Master, product owner, retrospective, daily standup, user stories, velocity
- Predictive signals: WBS, Gantt chart, critical path, baseline, change control board, project management plan
- Hybrid signals: The scenario describes a mix of both, or the question asks about choosing an approach
Approach Selection Questions
Some questions describe a project situation and ask which approach is most appropriate. Consider these factors:
- Requirements clarity: Clear and stable requirements favor predictive; uncertain requirements favor agile
- Stakeholder availability: Highly available stakeholders who can provide frequent feedback favor agile
- Regulatory environment: Heavy compliance requirements may favor predictive documentation
- Team experience: Teams experienced with agile can leverage it effectively; new teams may need more structure
- Risk tolerance: Organizations that tolerate uncertainty can embrace agile; risk-averse organizations may prefer predictive
Key Agile Concepts for the PMP Exam
- Servant leadership: The project manager or Scrum Master serves the team by removing impediments
- Self-organizing teams: Teams decide how to accomplish work, not management
- Retrospectives: Regular reflection on process improvement
- Velocity: The amount of work a team can complete in a sprint, used for planning future sprints
- Product backlog: Prioritized list of features, managed by the product owner
- Minimum Viable Product (MVP): The smallest product that delivers value and enables learning
