What Is Organizational Capacity Planning?

While individual project managers focus on resource allocation within their projects, organizational capacity planning looks across all projects, programs, and operations to ensure that total resource demand does not exceed supply and that the organization can deliver on its strategic commitments.

  • Volume gaps: Not enough people overall to handle the workload
  • Skill gaps: Enough people, but not with the right skills
  • Timing gaps: Capacity is sufficient on average but demand peaks exceed capacity at specific times

  1. Adjust demand: Defer, descope, or terminate lower-priority projects to bring demand within capacity

While capacity planning is typically an organizational or PMO function, project managers contribute to and are affected by the process:

  • Providing accurate estimates: Your resource estimates feed into organizational demand forecasting. Accuracy matters.
  • Signaling changes early: When your project's resource needs change, communicate promptly so organizational plans can be updated.
  • Working within constraints: When capacity is limited, work creatively within the resources allocated rather than assuming more will appear.
  • Escalating appropriately: When resource constraints threaten project objectives, escalate to portfolio governance rather than hoarding or competing for resources informally.

Common Capacity Planning Mistakes

  1. Assuming 100% utilization: No one works at 100% capacity on project tasks. Administrative time, meetings, and context-switching consume 15-30% of available time.
