Expert Judgment Defined

Expert judgment is judgment provided based on expertise in an application area, knowledge area, discipline, industry, or similar area appropriate to the activity being performed. It is not a single person's opinion — it is informed, specialized knowledge applied to a project decision.

Who Qualifies as an Expert?

The PMP exam tests your understanding of who provides expert judgment. Sources include:

  • Organizational units and departments: Finance, legal, engineering, marketing — any group with relevant specialized knowledge.
  • Consultants and subject matter experts (SMEs): External advisors with specialized experience.
  • Stakeholders, including customers and sponsors: Those with domain knowledge about the product or industry.
  • Professional and technical associations: Industry bodies with codified standards and best practices.
  • The PMO: Especially for organizational process knowledge and standards.
  • The project manager: When they possess relevant experience from previous projects.

Data gathering is a category of tools that includes multiple specific techniques. The PMP exam tests your ability to match the right technique to the right situation.

Brainstorming

A group creativity technique used to generate a large number of ideas in a short time. Participants contribute ideas freely without criticism during the generation phase. Used in: risk identification, requirements collection, problem solving, and stakeholder analysis.

Interviews

Structured or semi-structured conversations with stakeholders, subject matter experts, or team members to elicit information. Used in: requirements collection, risk identification, expert judgment collection, and lessons learned gathering.

Focus Groups

A facilitated session with prequalified stakeholders and subject matter experts to discuss expectations, attitudes, and requirements for a proposed product or project aspect. The moderator guides the discussion. Used in: requirements collection, quality planning.

Questionnaires and Surveys

Written instruments for collecting information from a large number of respondents. Best suited for geographically dispersed stakeholders or when statistical analysis of responses is needed. Used in: requirements collection, stakeholder engagement assessment.

Benchmarking

Comparing actual or planned project practices to those of comparable projects to identify best practices, generate ideas for improvement, and provide a basis for measuring performance. Used in: quality planning, process improvement, scope definition.

Checklists

Structured lists used to ensure completeness. In risk management, checklists based on historical information and knowledge from previous projects help identify risks that might otherwise be overlooked. Used in: risk identification, quality control, closing processes.

Statistical Sampling

Choosing a representative subset of a population for inspection. Used when inspecting the entire population would be impractical or too costly. Used in: quality management.

Matching Techniques to Scenarios

The PMP exam presents scenarios and asks which technique is most appropriate. Use these guidelines:

  • Need many ideas quickly from a group? Brainstorming.
  • Need detailed information from a specific individual? Interview.
  • Need group discussion with guided interaction? Focus group.
  • Need input from many people efficiently? Questionnaire/survey.
  • Need to compare against industry standards? Benchmarking.
  • Need to ensure nothing is missed based on past experience? Checklist.

PMP Exam Strategy

Do not spend exam time trying to memorize which of the 49 processes uses expert judgment — nearly all of them do. Instead, focus on understanding when expert judgment is the best answer versus when a specific data gathering technique is more appropriate. If the scenario involves a decision requiring specialized knowledge, expert judgment is likely correct. If it involves collecting information from stakeholders or populations, a specific data gathering technique is the answer.
