Quality in Project Management: More Than Inspection

Quality management ensures that the project satisfies the needs for which it was undertaken. PMI distinguishes between quality (the degree to which a set of inherent characteristics fulfills requirements) and grade (a category assigned to deliverables having the same functional use but different technical characteristics). Low quality is always a problem; low grade may be acceptable if it meets requirements.

A critical PMI principle: prevention over inspection. It is less expensive to prevent defects than to find and fix them after they occur. The cost of conformance (training, documentation, proper equipment) is always less than the cost of nonconformance (rework, scrap, warranty claims, lost reputation).

The Three Quality Processes

Plan Quality Management

Identifies quality requirements and standards, then documents how the project will demonstrate compliance. Key outputs include the quality management plan and quality metrics — the specific measurements that define what quality means for this project.

Important concepts from this process:

• Cost of quality (COQ): Includes prevention costs, appraisal costs, internal failure costs, and external failure costs
• Benchmarking: Comparing project practices and quality standards with those of comparable projects
• Design of experiments: A statistical method for identifying factors that influence specific outcomes

Manage Quality (Executing)

Previously called "Perform Quality Assurance," this process translates the quality plan into executable quality activities. It is about the process — ensuring that appropriate standards and operational definitions are being used. Key activities include process audits, which verify that project activities comply with organizational and project policies.

Manage Quality also involves continuous improvement and is closely aligned with concepts like Plan-Do-Check-Act (PDCA) and Six Sigma methodologies.

Control Quality (Monitoring and Controlling)

This process is about the deliverables — monitoring and recording results of quality activities to assess performance and ensure outputs are complete, correct, and meet customer expectations. Tools include:

• Inspection: Examining the work product to determine whether it conforms to standards
• Statistical sampling: Choosing part of a population for inspection
• Testing/product evaluation: Organized investigation to provide information about quality

Quality Tools for the PMP Exam

PMI references seven basic quality tools that appear frequently on the exam:

1. Cause-and-effect diagram (fishbone/Ishikawa): Traces a problem back to its root causes across categories
2. Flowchart: Shows the sequence of steps in a process
3. Checksheet: A structured form for collecting and analyzing data
4. Pareto chart: A histogram ordered by frequency of occurrence. Reflects the 80/20 rule — 80% of problems come from 20% of causes
5. Histogram: Bar chart showing the distribution of variables
6. Control chart: Monitors process stability over time using upper and lower control limits
7. Scatter diagram: Shows the relationship between two variables

Key Exam Distinctions

• Quality vs. grade: Low quality is unacceptable; low grade may be fine
• Prevention vs. inspection: Prevention is preferred and cheaper long-term
• Attribute sampling vs. variable sampling: Attribute checks whether something conforms (pass/fail); variable measures the degree of conformity (on a scale)
• Tolerances vs. control limits: Tolerances define acceptable ranges for deliverables; control limits define acceptable ranges for process variation
