But they have different constraints, different impacts on the project timeline, and different use cases. Mixing them up is a reliable way to lose points.
Resource Leveling: Adjusting the Schedule to Fit Resources
Resource leveling is a technique used when resources are over-allocated — meaning a team member or resource is assigned more work than they can handle in a given time period. Leveling redistributes work to eliminate over-allocation, even if it means extending the project schedule.

- Primary constraint: Resource availability (resources come first, schedule adjusts)
- Schedule impact: The critical path may change, and the project end date may extend
- When to use: When shared or limited resources are over-allocated and cannot work the assigned hours

How It Works
Imagine a developer assigned to two critical-path activities simultaneously. Without leveling, the schedule assumes they can work on both — which is physically impossible. Leveling delays one activity until the other is complete, extending the schedule but creating a realistic plan.
Resource leveling is particularly common in matrix organizations where team members are shared across projects. When a team member is 100% allocated to three projects simultaneously, something has to give — and leveling is how the schedule reflects reality.
Resource Smoothing: Adjusting Within Float
Resource smoothing adjusts activities within their available float (slack) to reduce resource usage peaks without changing the project end date. It's a softer optimization that creates a more consistent resource utilization pattern without the schedule impact of leveling.

- Primary constraint: Project end date (schedule comes first, resources adjust within boundaries)
- Schedule impact: The critical path and project end date do not change
- When to use: When resource utilization is uneven (peaks and valleys) but the deadline is fixed
- Trade-off: Resource utilization becomes more even, but some over-allocations may remain unresolved if float is insufficient
How It Works
If a non-critical activity has 10 days of float, smoothing might delay its start by 5 days to avoid a resource peak, while still completing it well before its latest allowable finish date. The project end date doesn't change because the adjustment stays within existing float.
The Critical Difference for the PMP Exam
