Rolling Wave Planning: The Practical Answer to Project Uncertainty

Not every project can be planned in complete detail from day one. In fact, most cannot. Rolling wave planning is a recognized iterative planning technique in which work to be accomplished in the near term is planned in detail, while work further in the future is planned at a higher level. The PMP exam tests this concept because it reflects how real-world project management actually functions.

How Rolling Wave Planning Works

The core mechanism is straightforward. At any given point in the project, the next one or two planning periods are detailed down to the activity level — with assigned resources, estimated durations, and defined dependencies. Work beyond that horizon is represented only as summary-level planning packages in the WBS.

As the project progresses and more information becomes available, those planning packages are decomposed into work packages and then into detailed activities. The planning "wave" rolls forward continuously.

A Concrete Example

Consider a twelve-month software development project. During month one, the team plans months one through three in full detail: every sprint is defined, user stories are assigned, and the schedule is built to the day. Months four through six have work packages identified but not decomposed into activities. Months seven through twelve exist as planning packages — placeholders that represent known scope but lack activity-level detail.

At the end of month two, the team plans months four through six in detail and refines the packages for months seven through nine. This cycle repeats throughout the project.

Rolling Wave Planning vs. Agile Iterations

PMP candidates sometimes confuse rolling wave planning with agile sprint planning. While they share the philosophy of deferring detailed planning until information is available, they differ in important ways:

  • Rolling wave planning is a technique used within predictive or hybrid approaches. The overall project plan exists; only the detail level varies by time horizon.
  • Agile iterations embrace the idea that requirements themselves may change. The product backlog is reprioritized each iteration, and scope is flexible.
  • On the PMP exam, rolling wave planning is associated with the Plan Schedule Management and Define Activities processes, not with agile frameworks specifically.

When to Use Rolling Wave Planning

The PMP exam may present scenarios where rolling wave planning is the best answer. Look for these conditions:

  • The project involves significant unknowns that will be resolved as early phases complete.
  • Requirements for later phases depend on the outcomes of earlier phases.
  • The project uses a phased or iterative life cycle where each phase informs the next.
  • Regulatory or environmental conditions may change during the project, affecting later work.

Rolling wave planning is the scheduling manifestation of progressive elaboration — the concept that project plans are refined and detailed as more information becomes available.
