What Is the Value Delivery Framework?
PMI's value delivery framework represents a shift in how project management is conceptualized. Strategic Level
The organization defines its mission, vision, and strategic objectives. These set the direction and determine what kinds of value the organization seeks to create — financial returns, social impact, market position, customer satisfaction, or other measures.
Portfolio Level
Portfolios are collections of projects, programs, and operations managed together to achieve strategic objectives. Portfolio management ensures that the right mix of investments is pursued and that resources are allocated where they'll generate the most value.
Program Level
Programs group related projects together to achieve benefits that couldn't be realized by managing the projects independently. Program management focuses on benefits delivery and managing interdependencies between projects.
Project Level
Projects produce the specific deliverables, outcomes, and capabilities that enable value. The project manager ensures that these deliverables align with the broader value goals defined at higher levels.
Operations Level
Once projects deliver their outputs, operations sustain and realize the value over time. The handoff from project to operations is a critical transition point where value can be gained or lost.
Value Streams and Flow
The value delivery framework emphasizes that value doesn't appear at project completion — it flows through a system. A project delivers an output. That output enables an outcome (a change in behavior or capability). That outcome produces benefits (measurable improvements). Those benefits contribute to organizational value.
This chain — output, outcome, benefit, value — is fundamental to understanding how PMI thinks about project contribution to organizational success. PMP exam questions may test any link in this chain.
Principles of Value Delivery
Several principles underpin the value delivery framework that are testable on the PMP exam:
